The Henry County Board of Supervisors will meet at 3 and 6 p.m. on Tuesday, March 28, in the Summerlin Room of the Administration Building on Kings Mountain Road. Several public hearings will be held during its 6 p.m. meeting.
A public hearing on a proposed Amendment to the Henry County Code of Ordinances regarding Dog Licenses is among those scheduled. The change, requested by Treasurer Scott Grindstaff, is for the board to consider offering lifetime dog tags for $20 per dog.
Currently, dog tags cost $5 per year for fertile (unaltered) dogs or $15 for three years. The cost for unsexed dogs is $3 per year or a total of $9 for three years.
Following the public hearing, county staff recommends the board approve the amendment.
Also, at their 6 p.m. meeting, supervisors will:
*Hold a public hearing on a rezoning application by William W. Hitt for property located on the south side of Ward Road, between the addresses of 178 and 400 Ward Road, in the Iriswood District.
Witt is requesting the rezoning of 8.1 acres from Suburban Residential District S-R to Agricultural District A-1, with plans to build a home on the property and use the land for agricultural purposes, including the keeping of animals. Both the Planning Commission and county staff recommend that the rezoning request be approved after the hearing.
*Hold a public hearing on a rezoning application for Everything Outdoors, LLC/Travis Crouch, on property located in the southwest corner of the intersection of Virginia Ave. and Camilla Dr., in the Reed Creek District. Crouch is requesting the rezoning of approximately 1 acre from Agricultural District A-1 to Commercial District B-1, with plans to construct a billboard on the property. This particular use would also require the issuance of a Special Use Permit by the Board of Zoning Appeals. Following the hearing, both the Planning Commission and county staff recommend approval of the rezoning request.
*Hold a public hearing on a second rezoning application from Everything Outdoors, LLC/Travis Crouch on property that is located in the northeast corner of the intersection of Camilla and Thornwood drives, in the Reed Creek District. The applicant is requesting the rezoning of approximately 5 acres from Suburban Residential District S-R to Agricultural District A-1, with plans to build a large storage shelter on the property. After the hearing, both the Planning Commission and county staff recommend approval of the rezoning request.
* Hear a report on general highway matters from Lisa Price Hughes, resident engineer for the Virginia Department of Transportation (VDOT).
*Hear a presentation from Henry County Parks and Recreation staff who will recognize the winning teams of the winter sports programs.
At its 3 p.m. meeting, the board will:
*Hear a monthly report on Delinquent Tax Collection Efforts. Grindstaff noted in board documents that
as of February 28, 2023, the county has collected 94.86 percent of 2021 personal property taxes, including a monthly total of $42,545.44. In the same timeframe, the county has collected 91.45 percent of 2022 Real Estate taxes, including $261,088.27 in the month.
*Hear a monthly update from Mark Heath, president/CEO of the Martinsville-Henry County Economic Development Corp.
*Consider a proclamation recognizing National Library Week.
*Consider an additional appropriation of $665,000 in grant funds received from the Appalachian Regional Commission (ARC) Partnerships for Opportunity and Workforce and Economic Revitalization (POWER) to develop and build phase 6A of the Dick and Willie Trail. At its February meeting, the board approved an additional appropriation of $641,700 received from a Land and Water Conservation Fund grant received for the same portion of the trail. Combined, this funding will provide 2.9 miles of trail passage, connecting the trail currently ending at Mulberry Creek to the trailhead on Spruce Street, which leads onto the Smith River Sports Complex. Once completed, the entire Dick and Willie Trail will be approximately 11 miles.
*Consider meeting in closed session to discuss appointees to the Blue Ridge Regional Library Board, Henry Martinsville Social Services Board, and Patrick & Henry Community College Board; pending legal matters; the acquisition/disposal of real estate and to discuss as-yet unannounced industries.
