The New College Institute (NCI) announced recent legislative board appointments and reappointments, further strengthening the organization’s leadership and connection to communities across the Commonwealth.
Speaker Don Scott recently appointed new members and reappointed a current member to the NCI Board of Directors. Del. Destiny LeVere Bolling has been reappointed to the board. Her continued service ensures strong leadership and sustained momentum as the organization advances its mission.
“I am honored to continue serving on NCI’s Board of Directors and to support the important work being done to expand educational and workforce opportunities in southern Virginia,” said Bolling. “NCI plays a vital role in strengthening our communities, and I look forward to building on the momentum we’ve created.”

Additionally, Scott appointed Del. Eric Phillips, who represents District 48 (includes the City of Martinsville and parts of Henry and Pittsylvania counties), and Nicole Cole, who represents District 66 (includes portions of Caroline and Spotsylvania counties).
“I am honored to join the Board of Directors of the New College Institute,” said Phillips. “NCI is a cornerstone of educational opportunity in our region, and I look forward to working with fellow board members to expand access, strengthen workforce pipelines, and support economic growth in Martinsville and the surrounding communities.”
Phillips has already demonstrated strong support for NCI, having co-patroned Bolling’s HB430, which renames New College Institute as the West Piedmont Higher Education Center and expands and restructures its board while strengthening regional collaboration to support long-term sustainability, strategic growth, and expanded access to higher education and workforce programs.

Del. Nicole Cole brings a strong commitment to public service and regional impact. Her experience and dedication will further enhance the board’s ability to support meaningful initiatives across the region.
“I am honored to join the New College Institute board and look forward to working alongside my fellow board members, NCI leadership, and community partners to advance the institute’s important mission, Cole said. “Throughout my career in public service, I have seen how much can be accomplished when government, education, and the private sector work together with a shared purpose. NCI plays a vital role in expanding economic opportunity through skills and career training that builds workforce strength across the Commonwealth, and I am committed to bringing that same spirit of collaboration to this work.”
As designated by the Code of Virginia, the Speaker of the House may appoint three members of the House of Delegates to the NCI Board. With these new appointments, Dels. Sam Rasoul and Wren Williams will conclude their service on the board.
NCI extends its sincere appreciation to Rasoul and Williams for their leadership, support, and dedicated service.
“It has been both a pleasure and an honor to work alongside Delegates Rasoul and Williams over the past several years,” said Joe Sumner, Executive Director of NCI. “Their contributions have made a lasting impact on the organization.”
