Martinsville City Council approved financing for major wastewater treatment plant improvements during its July 28 meeting, including a $16.672 million loan through the Virginia Resources Authority’s Clean Water Revolving Loan Fund.
Council also approved the rezoning of 59 parcels and authorized the Youth Advisory Committee to apply for a grant to support a community project.
The second reading of Ordinance No. 2026-13 appropriates funding for water and wastewater design work. The revolving loan will finance improvements at the city’s wastewater treatment plant. According to city officials, more than $9 million of the loan will be forgiven, and the remaining balance carries an annual interest rate of 0.05%.
Council also approved the second reading of Ordinance No. 2026-16, rezoning 59 parcels generally located along Liberty and York streets.
City Manager Rob Fincher also briefed council on plans to fill the city’s operational project manager position.
"It’s not a new position that I’m seeking, but it’s more for the matter of transparency of presenting it to you all. This is a position that was created by Glen Adams when he was interim city manager. (He) took it before council, and it was voted on and approved back then,” Fincher said.
Fincher said filling the position would not increase the city’s overall budget.
"I want to make certain that everyone knows that if I move money from one budget to, especially into the city manager’s budget, you all need to be made aware of it," he said.
Council also authorized the Youth Advisory Committee to apply for a Project Hope grant to help fund Community Care Baskets.
