The Henry County Board of Supervisors will present the Jack Dalton Community Service Award at its 6 p.m. meeting on Tuesday, January 28, in the Summerlin Room of the Henry County Administration Building.
The award is presented annually to the county resident who best exemplifies the standards for community service set by the late Mr. Dalton. This year’s recipient is expected to attend the meeting. The winner will be announced at the meeting.
Also, at its 6 p.m. meeting, the board will:
*Hear a report on general highway matters from Lisa Hughes, Resident Engineer for the Virginia Department of Transportation.
*Hold a public hearing on an appropriation request from the school board for $2,660,000 from the one percent sales tax fund designated for new construction and renovation of schools. The school board has indicated the funds will be used to replace the roof at Laurel Park Middle School. Since the amount requested exceeds one percent (1%) of the total County budget, a public hearing is required before appropriating the funds.
*Hold a public hearing on the sale of county property to Meeks Commercial Properties LLC. The property is located at 119 Coffman Dr., in the Collinsville District, and formerly used as the school bus garage for the school system. Meeks Commercial Properties, LLC., submitted the highest bid for the property after the bid process. A public hearing is required.
*Hold a public hearing on Rezoning Application R-25-01, requested by Robert Cessna on property located at 14748 A.L. Philpott Hwy, in the Horsepasture District. The applicant is requesting the rezoning of 2.34-acres from Suburban Residential S-R to Agricultural District A-1, and plans to use the property for agricultural purposes.
The board also will meet at 3 p.m., with several items on the agenda, including:
*Iriswood District Supervisor Garrett Dillard will present a Community Connected Citizen Award.
*Lee Clark, Director of Planning, Zoning, and Inspections, asked the board to appropriate $12,500 received from ValleyStar Credit Union for sponsorship in the Strategic Economic Environmental Design (S.E.E.D.) Beautification Program. The funds will be used to maintain the ValleyStar Sponsor Garden located at the intersection of U.S. Highway 220 South and 58 West.
*Sheriff Wayne Davis asked the board to approve a transfer appropriation of $40,000 from the Commonwealth Attorney’s State Asset Forfeiture Fund to the sheriff’s office budget, with the funds used to buy 24 body-worn cameras for criminal investigations, civil process, VICE, and the court security divisions. Commonwealth Attorney Andrew Nester has agreed to the transfer.
*County staff are asking the board to award a contract to Wiley-Wilson of Lynchburg, Virginia, for $79,500 to provide engineering services related to the Beaver Creek Drive Extension project. Funding for this project was previously appropriated from an Economic Development Access grant.
*Public Safety Director Matt Tatum is asking the board to award a contract to Vest Sales and Service, Inc. for $325,244 for the purchase of a 2024 Ford F550 4×4 Osage Ambulance to replace an existing ambulance that has reached the end of life with 14 years on the modular box and seven years on the chassis. The Purchasing Department has authorized this as a sole-source procurement. Funding is included in the current FY’2025 Public Safety Operations Budget.
*Brad Kinkema, director of the Martinsville-Henry County YMCA, has asked for time on the agenda to provide an update on the new YMCA facility project.
*Consider meeting in closed session to discuss appointees to the Public Service Authority, Industrial Development Authority, Planning Commission, Uptown Partnership and Dan River Alcohol Safety Action Program Board; discuss pending legal matters; the acquisition/disposal of real estate; and as-yet unannounced industries.
