NOTICE TO THE PUBLIC OF A PETITION BY
AMP TRANSMISSION, LLC, FOR AUTHORITY TO
ACQUIRE UTILITY ASSETS PURSUANT TO THE UTILITY
TRANSFERS ACT, VIRGINIA CODE § 56-88, et seq., AND
THE UTILITY FACILITIES ACT,
VIRGINIA CODE § 56-265.1 et seq.
CASE NO. PUR-2025-00206
On November 10, 2025, AMP Transmission, LLC (“AMPT” or “Company”) filed with the State Corporation Commission (“Commission”) a petition (“Petition”) requesting approvals related to the acquisition by AMPT of certain transmission facilities from the City of Danville (“City” or “Danville”). AMPT requests Commission approval to acquire the transmission facilities from the City pursuant to the Utility Transfers Act, § 56-88 et seq. of the Code of Virginia (“Code”) and also requests that the Commission issue AMPT a certificate of public convenience and necessity to acquire, own, and operate the transmission facilities pursuant to the Utility Facilities Act, Code §56-265.1 et seq.
According to the Petition, AMPT is seeking Commission approval to purchase from the City four 138 kilovolt (“kV”) substations, including: (1) Riverside Substation in Danville, Virginia; (2) Brantly Substation in Danville, Virginia; (3) Rock Springs Substation in Ringgold, Virginia; and (4) West Fork Substation in Axton, Virginia (collectively, “Substations”). AMPT also seeks approval to acquire the steel structures, breakers, control houses, switches, fuses, lighting arrestors, aluminum tubing, mechanical connectors, primary leads, jumpers, transformer bushings, and insulators on the 138 kV side of the substation transformers inside each of the Substations. Additionally, AMPT seeks approval to purchase four 138 kV transmission lines and structures, as well as the Riverside Brantly 69 kV transmission line and structures (“Transmission Facilities”).
AMPT asserts that the City is a member of AMPT’s parent company American Municipal Power, Inc. AMPT intends to purchase the Transmission Facilities as part of a program to upgrade and reinforce the local transmission system and improve system reliability to customers served by Danville Utilities, the City’s municipal electric utility. According to the Petition, the existing 138 kV transmission system in the area has only one transmission tie between American Electric Power’s Danville and East Danville substations. AMPT asserts that an outage of that line forces power through Danville Utilities’ 69 kV system, causing heavy system loading that can approach line thermal limitations. During such heavy system loading, AMPT asserts that Danville Utilities opens up several 69 kV network ties in order to protect its system from thermal overloads, reducing reliability by exposing customers to potential outages.
According to the Petition, the proposed sales price of the Transmission Facilities is $10,267,808.32, plus $130,681 for leases, and an additional $294,471 for easements if the transaction closes on February 1, 2026. AMPT states that the City Council approved the proposed sale of the Transmission Facilities on September 16, 2025, and has submitted a letter in support of this Petition.

The Commission entered an Order for Notice and Comment that, among other things, directed the Company to provide public notice of its Petition and provided an opportunity to Comment and/or request a hearing on the Petition.
Pursuant to 5 VAC 5-20-140, Filing and service, of the Commission’s Rules of Practice and Procedure, 5 VAC 5-20-10 et seq. (“Rules of Practice”), the Commission has directed that service on parties and the Commission’s Staff in this matter shall be accomplished by electronic means. Please refer to the Commission’s Order for Notice and Comment for further instructions concerning Confidential or Extraordinarily Sensitive Information.

On or before February 20, 2026, any interested person may file comments on the Petition electronically by following the instructions found on the Commission’s website: scc.virginia. gov/case-information/submit-public-comments. Those unable, as a practical matter, to submit comments electronically may file such comments with the Clerk of the State Corporation Commission, c/o Document Control Center, P.O. Box 2118, Richmond, Virginia 23218-2118. All comments shall refer to Case No. PUR-2025-00206.
On or before February 20, 2026, any interested person may file a request for a hearing on the Petition with the Clerk of the Commission at scc.virginia.gov/c1k/efiling. Those unable, as a practical matter, to file electronically may file a request for hearing by U.S. mail to the Clerk of the Commission at the address listed above. Such request for hearing shall include the email address of such parties or their counsel, if available. Requests for a hearing shall include: (i) a precise statement of the filing party’s interest in the proceeding; (ii) a statement of the specific action sought to the extent then known; (iii) a statement of the legal basis for such action; and (iv) a precise statement why a hearing should be conducted in this matter. All requests for a hearing shall refer to Case No. PUR-2025-00206. Persons filing a request for a hearing shall send a copy of their request to counsel for the Company at the address set forth above.
